We are a Franco-American Jewish family who is currently residing in New Delhi, India. While in France we belonged to a very supportive community with its own children's education program. However, New Delhi does not offer the same possibilities. In all likelihood, we will be moving to another developing country which probably won't have established religious structures either. Do you have any suggestions about how I could undertake a home "Talmud Torah" program for my children – ages 4, 6 and 8?
This is indeed a challenge – but possible.
The most important thing to do is to set regular, fixed times for study – e.g. every afternoon from 3-4. This must be holy time where the phone is not answered, and dental appointments are not made. This more than anything will communicate to your children the importance of Torah learning.
There are a many resources on the Internet. The first thing I would do is sign up for some Torah email lists. Go to: http://emaillists.aish.com/
You can also download MP3 audio lessons. There are thousands of titles to select from at www.aishaudio.com
There are great Jewish books available in English on every topic. For a recommended reading list, go to: www.aish.com/jl/sp/ns/48971206.html
For children’s books:
http://www.artscroll.com/Categories/chi.html and http://www.feldheim.com/children.html
Try having your children learn about the holidays, Hebrew, etc. from some of the software available. There is a wide selection available at www.davka.com, www.feldheim.com/software.html and
http://www.jewishsoftware.com/default.asp?page=category&id=4
For games: http://www.feldheim.com/games.html
It is also a good idea to play Jewish music around the house. There is a selection for kids at:

I hope this has been helpful. May the Almighty grant you blessings and success,
Good luck and please let us know how things are going!
