We are a Franco-American Jewish family who is currently residing in New Delhi, India. While in France we belonged to a very supportive community with its own children's education program. However, New Delhi does not offer the same possibilities. In all likelihood, we will be moving to another developing country which probably won't have established religious structures either. Do you have any suggestions about how I could undertake a home "Talmud Torah" program for my children – ages 4, 6 and 8?

This is indeed a challenge – but possible.

The most important thing to do is to set regular, fixed times for study – e.g. every afternoon from 3-4. This must be holy time where the phone is not answered, and dental appointments are not made. This more than anything will communicate to your children the importance of Torah learning.
